There are three programmes in the First Phase of LAPD:
Galway Integrated Waste Prevention Programme - Saving Resources: Changing Behaviour

This ambitious programme, with lead authority Galway County Council and collaborating authority Galway City Council, includes both cross sector educational and awareness initiatives and individual initiatives within the domestic, commercial, industrial and public sectors.
Other participating organisations are Galway-Mayo Institute of Technology, Údarás na Gaeltachta, and Galway Chamber of Commerce.

Anticipated outputs include the identification of waste reduction methods for a range of commercial and industrial business types, the development of several green communities and the development of an electronic auditing system for public organisations. The overall objective of the programme is to ensure the de-coupling of economic growth and waste production across all sectors. Individual projects in the programme include:

NIPP - New Integrated Prevention Programme: Local authorities tackling waste prevention in patnership with business sectors, academia and the public
The local authorities of Limerick Clare and Kerry, with lead authority Limerick County Council, have agreed four unique diverse projects that have waste prevention as a key strategy component of each initiative. The individual objectives are backed up by the prevention policies of the Draft Waste Management Plan for the Limerick Clare Kerry Region.
Other participating organsiations are: University of Limerick, John Sisk & Son Ltd, Shannon Town Centre Management Company, and Kerry Airport Plc.
There are four main initiatives:
- Paper Usage Reduction in-house at Limerick County Council in partnership with University of Limerick
- Waste Management at a new development in conjunction with SISK Building Contractors and Limerick City Council
- Wise Waste Management at the Sky Court Shopping Centre Shannon in conjunction with Clare County Council
- Development of a Waste Action Plan for Kerry Airport working with Kerry County Council.

Working together to prevent waste in County Monaghan

Monaghan County Council’s project is based upon recommendations in the North East Waste Management Plan. Reduction and prevention of waste is a key component of the North East Waste Plan for the years 2005-2010. Monaghan County Council sees this project as an opportunity to deliver those recommendations.
Monaghan County Council intends targeting specific sectors within Co. Monaghan that are substantial producers of waste. Monaghan County Council will target these sectors and will work closely with them over the length of the project to promote prevention of waste. |
The programme will aim to target specific waste holders in County Monaghan. The economic activity of County Monaghan is one of intensive agriculture and major food processing as well as small indigenous manufacturing. The Council objective is to target these sectors and to raise the profile of prevention as a realistic waste management option.
The Council envisages that, within the functional area, the benefits will include increased economic competitiveness through reduction in waste management costs in local industry.
The benefits for other local authorities is that we hope to provide a model for other local authorities to follow that are similar in size and have similar economic activity.
Collaboration is the key to this project. Monaghan County Council’s environment section has a good working relationship with many of the sectors that we intend working with as partners. An industry working group meets informally on a yearly basis, we have a strong committed environmental community structure and we work closely with the agriculture sector in our measures to improve water quality. The Council hopes to build on these relationships to achieve our waste prevention goals.
